Industrial sources of greenhouse gases will not face federal regulations before 2013, and smaller facilities will be exempt until 2016, according to Lisa Jackson, Environmental Protection Agency administrator. In a letter sent to eight coal-state senators who have sought to block EPA regulations, Jackson said any federal regulation to curb GHG emissions would be phased in and would not burden most businesses with costly rules.
