Investment, jobs in clean energy await congressional action

Billions of dollars in clean-energy projects, along with the jobs they would create, remain on the drawing board because of Congress' failure to act on climate-change and energy legislation, executives said. Ralph Izzo, president of Public Service Enterprise Group, said it would be irresponsible to go ahead with the firm's plan for a major offshore wind farm until the government clarifies the direction of its energy policy. "It's one thing to manage risk," he said. "It's another thing to gamble."
