Christie proposes N.J. budget with higher spending, less taxes

Relying upon projections that anticipate increasing state revenues, New Jersey Gov. Chris Christie proposed a budget that reduces income taxes, restores funds to education and pays down state pension fund liabilities. Overall, the budget would increase state spending 3.7% if the state legislature adopts all of it.
