Texas lawmakers differ over restoring public-school funding

Lawmakers in Texas are divided over whether increases in state revenues should be used to restore funding to public schools. Some Democratic legislators say the new funds could be used to prevent further cuts to struggling school districts. Republican leaders, however, say budget surpluses should be set aside for unexpected costs.
