Flooding poses "major disaster" threat for California

Southern California's deficient levee systems represent a danger to Sacramento, the nation's least flood-prepared large urban area, top state officials warned. California could face catastrophic flooding unless river levees there are repaired, according to Gov. Arnold Schwarzenegger, Sen. Dianne Feinstein and other officials.
