NYSE's Thain wants NASD regulatory venture by year's end

John Thain, chief executive officer of the New York Stock Exchange, said he hopes to create a joint venture with the National Association of Securities Dealers to regulate brokerage firms by the end of the year. However, the NASD has said NYSE's plan to become a public company precludes the Big Board from taking on a regulatory role.
