Emory University lecturer Don Campbell blasts Republicans for talking a good line while they push policies that undermine public education. While he admits NCLB has helped narrow the achievement gap, he contends its transfer provisions are causing bad schools to lose the students they need for stability, while good schools are becoming swamped with low achievers.
