Canal walls built more than a century ago continue to hold back 39 feet of water near Joliet, Ill., writes Jon Hilkevitch in the Chicago Tribune. Tests show that water escapes through the aging concrete walls and endangers the Des Plaines River Valley. A report released today by the Illinois Chamber of Commerce Infrastructure Council warns that the state's neglected waterways could lead to catastrophic flooding.
