European leaders propose financial-industry regulations

At a meeting Sunday in Berlin, European leaders outlined regulatory proposals for financial markets and hedge funds as well as a crackdown on tax havens, which will be named by member nations in the next few weeks. The officials also urged sanctions against "uncooperative" jurisdictions. German Chancellor Angela Merkel said the leaders backed a plan to double the International Monetary Fund's financial resources.
