Insurance exchange in, public option out of Obama's health plan

President Barack Obama's new health reform plan does not include a public option but endorses the concept of a health insurance exchange that would offer options to consumers. The proposal, which The Wall Street Journal reports will add $75 billion to the cost of the Senate version, also includes a tax on high-value health insurance plans that will take effect in 2018.
