States face challenges in reforming teacher evaluations

Some states are hitting roadblocks in their efforts to overhaul teacher evaluations to qualify for federal grant funding. In Delaware, officials eliminated a provision of new teacher evaluations that would have held teachers responsible for student achievement in subjects they do not teach -- a decision that could foreshadow decisions in other states. Currently, 23 states and the District of Columbia tie students' test scores to teachers' evaluations.
