Maryland bailout to Baltimore schools in jeopardy

Robert R. Neall, a former state senator who had volunteered to help Baltimore schools resolve a $58 million cash crisis, resigned abruptly yesterday because, he said, the school board's fiscal accountability plan was inadequate. The resignation raised concerns that the school system would be unable to meet Gov. Robert L. Ehrlich Jr.'s demand it produce a sound fiscal plan before the state would loan it $42 million.
