Report urges NCLB changes

The National Conference of State Legislatures concluded a 10-month study of NCLB by demanding Congress fully fund its mandates and by calling for the law to be changed to give states more flexibility in meeting its requirements. In response, the Education Department said NCLB was bringing "new hope and new opportunity" to American families and affirmed that the federal government would not reverse course.
