High court turns down Detroit case

The U.S. Supreme Court said it wouldn't hear a case brought by Detroit residents that claims Michigan's 1999 takeover of the city's schools was unconstitutional. The city's schools are to remain under the control of a CEO and an appointed board until 2004, when residents will vote on whether to reinstate an elected board.
