States call for VoIP regulation

If VoIP services originate and end on public switched telephone networks, the service should be regulated like a telecommunications service, said Stan Wise, head of the National Association of Regulatory Utility Commissioners. The FCC has argued that VoIP calls routed over the Internet should not be classified as a telecommunications service.
