Regional development, better funding are urged for rail lines, highways

Government should rely more on regional, rather than state, development in building high-speed rail lines and highways, according to a transportation consultant. Tom Skancke, who helped develop the Western High-Speed Rail Alliance, said governments need to establish long-term, reliable funding for such systems.
