Blizzard hits Texas with wind gusts up to 75 mph

Thousands of people in Texas and Oklahoma experienced power outages Monday as a winter storm walloped the central Plains states. At least two deaths were blamed on the storm. The storm hit the Texas Panhandle with wind gusts as high as 75 mph; in Kansas City, Mo., Mayor Sly James declared a state of emergency.
