R.I. city manager offers storm praise, recommendations

East Providence, R.I., City Manager Peter Graczykowski says the recent blizzard showed the city should use a reverse 9-1-1 call system to improve communications between government agencies and citizens. He said the city's Public Works and Emergency Management departments performed well during the storm, which buried the city in 18 inches of snow.
