South Street Seaport developer will consider group's views

Howard Hughes Corp., the developer planning a 50-story tower in New York City's South Street Seaport area, has agreed to wait for the recommendations from a working group before setting in motion the formal public-review process. The recommendations won't be binding on the city but are expected to be influential because of the involvement of Margaret Chin, the City Council member who represents the area.
