The St. Louis Cardinals reportedly have agreed on a stadium funding plan. It would require the team to pay a $100 million penalty, if it doesn't build Ballpark Village, which includes shops, offices, restaurants and condominiums. Construction on the development is scheduled to begin in 2006, after the stadium is completed. The plan still needs approval from the Legislature, city, the St. Louis Board of Alderman and St. Louis County Council.
