Editorial: Congress should make rating agencies compete

The current system of government-licensed rating companies has created the current mess in the bond-insurance market, The Wall Street Journal argues in an editorial. The "opinions of the government-appointed rating agencies were often wrong. But everyone is still hanging on their every word, and some politicians are even willing to restructure the bond-insurance industry so it can keep a favorable rating from these same errant agencies," the newspaper said.
