Small-business owners grow more confident despite nagging issues

Confidence among small-business owners increased this month for the first time since July, according to Discover's Small Business Watch. The Federal Reserve's moves to reduce interest rates and the federal government's $150 billion stimulus package may have boosted the outlook, but 67% of the small-business operators polled still said they see economic conditions worsening, and 59% said they did not believe the stimulus would benefit them directly.
