New York crane safety instructor admits to manipulating testing rules

New York's Buildings Department does not conduct background or qualification checks on the individual instructors who teach a crane safety program, a spokesman for the department says. Meanwhile, a union official who admitted that he helped unqualified people -- including alleged mob figures -- secure licenses to operate small cranes at construction sites, is teaching a 30-hour safety class for crane operators. The class became a requirement after two fatal tower crane accidents last year.
