States worry about funding shortfall for high-speed rail

The affordability of developing high-speed rail is still in question for many states, despite funding from the government. "Is there a plan through other appropriations to make up the difference?" said Kevin Thibault, interim executive director for the Florida Rail Enterprise. "Is there a process or a phase or a staging that they thought about to get us to that number that they gave us? That's all part of our coordination and conversations with them."
