Feds: States are allowed to scale back Medicaid provider pay

The White House said Monday in a federal appeals court in California that states are allowed to lower Medicaid provider payments to help decrease the program's costs. Some 60 million low-income people are covered under Medicaid, with many more expected to come on board under the Affordable Care Act. The statement may play an important role in the Obama administration's efforts to get states to expand Medicaid.
