San Francisco could be first to regulate mobile shops

Small retailers who opt to put their shops on wheels instead of opening brick-and-mortar stores aren't officially permitted in San Francisco, but that could change soon. City officials there are drafting regulations that would govern the operation of mobile boutiques, salons, dog groomers and other mobile retailers.
