Commentary: U.S. needs legislation encouraging annuities

The U.S. retirement system would be stronger if more people relied on annuities to guarantee lifetime income, and federal legislation should encourage this, writes Justin Fox, executive editor, New York, for the Harvard Business Review Group. New research suggests that people who pick lump-sum distributions over lifetime income options offered by pensions don't fully grasp the consequences, he notes.
