Maryland Gov. Robert L. Ehrlich Jr. and Baltimore Mayor Martin O'Malley have tentatively agreed to create a new Baltimore City School System Authority to assume school board powers and resolve the city schools' financial crisis. The agreement, which should go before the General Assembly next week, would enable the state to loan the school system $42 million, alleviating a cash flow shortfall of at least $58 million.
