Governors urge Bush to consider public works initiative

Governors from around the country got a warm welcome at the White House on Monday, but their request for increased infrastructure spending was met with a chilly reception. A bipartisan coalition of 13 governors has urged President George W. Bush for a second stimulus bill focused on public works, but the administration has yet to signal it is open to the idea. White House Press Secretary Dana Perino said Bush "had an open mind when he listened to [the governors] but he did say he was very concerned about any proposal that would raise taxes."
