California and Texas seek to improve water infrastructure

A prolonged drought in California and Texas has lawmakers scrambling to fund improvements for water infrastructure. The California Legislature will seek to borrow up to $15 billion to improve the state's water supply. Meanwhile, Texas Gov. Rick Perry will submit a $260 million proposal to create a water infrastructure fund for the Lone Star state.
