Building major barriers against hurricanes in eastern New Orleans will cost nearly twice as much as the Army Corps of Engineers originally estimated. The project is now expected to cost $1.3 billion, up from $695 million. Officials attribute the increase to plans to make the structure safer for barge traffic to pass through, the higher cost of materials, and additional environmental studies. The structure will span two miles and include floodwalls and floodgates.
