Peter Orszag, President Barack Obama's director of the Office of Management and Budget, caught members of Congress off guard with the ease with which he transformed himself from an easygoing academic in the nonpartisan Congressional Budget Office to an effective advocate for the president's economic-stimulus plan. The self-described economic centrist says the greatest threat to the economy is the government's failure to deal with surging health care costs.
