Data on lost luggage don't tell whole story

In 2012, the Department of Transportation reported that just three out of every 1,000 passengers reported a lost, delayed, damaged or stolen bag. But the data don't tell the whole story, says Susan Stellin, who says that fewer people are checking bags and the data did not cover regional airlines. She shares tips for fliers on what to do in the event they have issues with baggage.
