First phase of Calif. HSR project could start by summer

Plans to build California's $68 billion high-speed rail project are slowly advancing despite numerous questions raised by lawmakers regarding the need to provide a "final quality program" and concerns about funding and oversight issues. Construction of the first phase is expected to be "under contract and under way this summer," according to the California High-Speed Rail Authority.
