Detroit likely to get state bailout

The Michigan Department of Education has approved the Detroit school district's five-year deficit elimination plan, paving the way for the fiscally troubled district to obtain a one-year loan of $160 million from the state. The plan outlines staff cuts, school closures and other cost-cutting measures designed to eliminate a looming $198 million deficit.
