"Armored" levees planned for New Orleans

The White House has detailed plans for its $1.46 billion flood-control proposal to fortify New Orleans from further storm damage, asking Congress to pay for two huge gates that could close off navigational canals, and "armored" levees that would withstand floodwaters. The proposal is part of the administration's $19.8 billion emergency financing request and the projects could be completed in about four years, a U.S. Army Corps of Engineers official said.
