Negotiators on the Senate banking committee have agreed to scrap a proposal to establish a stand-alone Consumer Financial Protection Agency, one of the main tenets of the White House's regulatory revamp, sources said. The proposed agency has been a stumbling block on discussions regarding a sweeping overhaul of the financial-regulatory system.
