Obama backs provision to give states ACA flexibility by 2014

President Barack Obama on Monday said he supports the proposal to move from 2017 to 2014 -- when most provisions of the health care law would take effect -- the legislation that would give states flexibility to re-engineer their insurance offerings in a way that will not sacrifice the affordability and comprehensiveness of the Affordable Care Act or increase federal deficits. Former Utah Gov. Mike Leavitt, a Republican, said the proposal was akin to allowing states "permission to ask for permission sooner rather than later," when many Republicans have argued the ACA is financially untenable.
