Former SEC chairman discusses Black Monday and flash crash

David Ruder, a professor emeritus at Northwestern Law School and former chairman of the Securities and Exchange Commission, discusses the Black Monday of Oct. 19, 1987, in this video. Ruder and other officials implemented circuit breakers to prevent a repeat. Ruder also discusses the May 2010 flash crash and its aftermath. Ruder worked on the Joint CFTC-SEC Advisory Committee on Emerging Regulatory Issues, which has offered recommendations for study following the flash crash.
