Bill aims to discourage "patent trolls"

A House bill would make patent plaintiffs who lose their case pay the defendant's legal costs as part of an effort to discourage "patent trolls" and boost innovation, Grant Gross writes. The act covers all industries and would "offer some needed protections for tech companies increasingly hit with baseless lawsuits," Ed Black, CEO of the Computer and Communications Industry Association, wrote in an e-mail.
