A tax reform proposal by Rep. Dave Camp, R-Mich., chairman of the House Ways and Means Committee would retroactively reduce the wind-energy Production Tax Credit from 2.3 cents per kilowatt hour to 1.5 cents per kWh, and would not extend the PTC. "Retroactive tax increases undermine investors' trust in the U.S. investment environment. To raise taxes retroactively on an industry that has invested up to $25 billion annually in this country and built 550 manufacturing facilities would be bad policy," said AWEA CEO Tom Kiernan. The proposal is seen as unlikely to pass as it is.
