Few college students in rush to sign up for emergency text alerts

Colleges across the country rushed to provide text-alert systems after the Virginia Tech massacre last year, but most students -- including many at Virginia Tech -- aren't scrambling to sign up. Average rates are 28% to 39% for popular systems, companies report, perhaps because of privacy concerns or teens' sense of invincibility.
