Texas governor sides with schools chief in challenge to NCLB

Gov. Rick Perry, a strong backer of NCLB, has nonetheless announced his support of Texas Education Commissioner Shirley Neeley's decision to defy federal testing rules for special-education students. Perry noted that "one shoe" is not going to "fit" all 50 states and said his administration is working closely with Education Secretary Margaret Spellings.
