Revised British school reform bill still faces resistance

British Prime Minister Tony Blair has made enough changes to his original White Paper on school reform that Labour party members may pass his just-filed school bill when it comes up for a vote two weeks from now. The proposed legislation still allows the creation of independent "foundation" schools, but no longer makes them mandatory, and restores more powers to local authorities.
