Stem cell trial questions who controls Calif. institute

The chairman for the California committee overseeing the proposed $3 billion stem cell research effort says state officials would have control over the stem cell institute. The constitutional argument over who controls spending of taxpayer money is at the center of lawsuits that seek to have the institute and the state initiative that created it declared unconstitutional.
