Calif. declares statewide emergency because of drought

California Gov. Arnold Schwarzenegger has declared a state of emergency because the drought there is in its third consecutive year. The governor may consider mandatory statewide water rationing for the first time. Schwarzenegger urged cities to cut back water use by 20%. "This drought is having a devastating impact on our people, our communities, our economy and our environment -- making today's action absolutely necessary," Schwarzenegger said.
