Some say China's new food-safety laws are not enough

New food-safety laws in China establish a Cabinet-level food-safety commission and increase punishments for companies found to make tainted food. But some say the tougher laws might not be able to prevent another tragedy such as the tainted-milk scandal that killed and sickened infants last year.
