Obama is targeting dropout rate with funding

President Barack Obama announced plans today to dedicate $900 million to help states and school districts turn around failing schools and improve high-school graduation rates nationwide. About 70% of high-school freshmen graduate, and 1.2 million students drop out each year, according to the White House.
