Sources: Senators may unveil slower-paced, industry-based climate bill

Sens. John Kerry, D-Mass., Lindsey Graham, R-S.C., and Joe Lieberman, I-Conn., are reportedly putting together a working draft of a compromise climate bill that may be floated this week in the Senate, sources say. The compromise measure could feature a phased-in industry-specific approach to curbing greenhouse-gas emissions, instead of an all-inclusive cap-and-trade system, the sources added.
