Providence, R.I., transit hub needs concrete, not just asphalt

Rhode Island's transit authority plans to spend $1 million to repave parts of Kennedy Plaza in Providence after a shoddy resurfacing in 2009. Then, because funds were tight, the agency only resurfaced the asphalt rather than replacing the concrete pads beneath. The plaza, a transit hub, now needs four inches of concrete under the asphalt, said Charles Odimgbe, CEO of the transit authority.
